I'm not really sure what products are used but I want to say hairspray and wax.

To get the hair to flip out I always use a flat iron. You just take a flat iron (this is what I call it but it's actually just a hair straightener) and straighten your hair to the left or right, which ever side you want. Then you would hairspray the area. This is how my hairstylist taught me how to do it when I would flip out my bangs. I'm not sure if that's actually how his is styled but it always works for me.

I'm pretty sure wax or mousse was used to get it to stay up like that. Then after applying the wax or mousse they went over it with a flat iron.
I'm not certain on these things but by looking at the pictures I'm taking a guess. =/
Edit: I thought I would say this as well. In the last picture of Hiroto, it looks like in the back, pieces were held and hairsprayed. Then they took a comb with teeth and teased the hair where they had used hairspray. Still not sure if this is correct, just judging by the pictures.
