My boyfriend does that too. I'll often do something romantic, or something slightly romantic and then he won't notice it. I don't mind, because I know he loves me and men are clueless. But if it's something like turning you down when you're already dating, like the bus incident, I would talk to him about it and let him know how you feel. When I do this with my boyfriend, it usually helps our relationship and then he's happy and does more things for me. ^^
